With the aim of enhancing the country’s global standing in technology and innovation and turning Iran into the technology hub of the Islamic world, increasing the share of technology and knowledge-based industries in the economy and national income, and achieving advanced sciences and technologies, the regulations for establishing the Iran International Innovation Zone with the محوریت of Pardis Technology Park were approved by the Cabinet of Ministers on 1403/4/24 in 48 articles.
Based on Article 2 of the above resolution, the Vice Presidency for Science and Technology is obliged, in cooperation with other relevant executive bodies, to upgrade the zone into a hub of advanced technologies with priority on Health, micro information and communication technology (micro) electronics, artificial intelligence, renewable energies and finance.
Also based on the above resolution the zone is among the priorities for domestic investment and جذب منابع خارجی of the country in the field of science, technology, and innovation, and executive bodies under the executive branch are obliged to cooperate with the Vice Presidency for Science and Technology in this regard. Development of academic, university, and research centers in Tehran Province, spending the research budget of executive bodies under the executive branch, and the social responsibility of state-owned companies established in Tehran Province are prioritized for the zone.
In the 48-article Cabinet of Ministers resolution, duties for different ministries are mentioned to facilitate the activities of technologists and investors in the zone.
The Iran International Innovation Zone is a comprehensive work-and-life ecosystem aimed at developing the country’s technology and innovation, to advance and develop the knowledge and economic activities of companies, institutions, educational and research centers, monetary and financial institutions, entrepreneurs, نوآفرینها, incubators, business accelerators, technology trade brokers, and other domestic and foreign actors and players of this ecosystem. The Iran International Innovation Zone with the محوریت of Pardis Technology Park operates as one of the largest innovation zones in West Asia. This complex is one of the organizations under the Vice Presidency for Science, Technology and Knowledge-Based Economy of the Presidency of the Islamic Republic of Iran, located 20 kilometers northeast of Tehran.
This zone aims at commercializing the achievements of technologists and creating a suitable platform for technology growth and market development of knowledge-based companies. The Iran International Innovation Zone has been able to play an effective role in the advancement of science and technology in the country, such that this zone is considered one of the most prominent centers for the development of startups and knowledge-based companies and the commercialization of technology and innovations in the country.
Pardis Technology Park, as the محوریت of this zone, was established based on this strategic vision that in the near future it can, as a «hub for advanced technology development», showcase brilliant manifestations of participation in the process of industrial rise and leap of Islamic Iran.
The vision of Pardis Technology Park and the Iran International Innovation Zone is to become the largest technology production and commercialization zone in West Asia, with an area of over 1,000 hectares, in line with the horizon of the country’s vision document with an orientation toward being the leading scientific and technological power in the said region.

Site selection studies for establishing Pardis Technology Park began in Azar 1379 through the efforts of the Presidency’s Center for Technology and Innovation Cooperation, and ultimately in Ordibehesht 1380 led to selecting a location within the new city of Pardis for constructing the park. The main site selection criteria included: the presence of a suitable scientific and technical structure, suitable industrial and economic infrastructure, suitable urban infrastructures such as transportation networks (airport, railway, highway, etc.), telecommunications networks, electricity, water, sewage, etc., the presence of resources needed to supply skilled and supporting labor, proximity to national, regional, and international markets, the presence of a suitable climate (water, air, environment, etc.), and the presence of land with appropriate price and conditions.
After reviewing several locations in Tehran and its surrounding areas such as the new city of Parand, the new city of Hashtgerd, and the new city of Pardis, finally a piece of land adjacent to the Bumehen satellite site was selected as the location for establishing the park.
The park’s current location was considered for these reasons: adjacency to the urban environment of Pardis and the possibility of using the city’s urban and residential services; adjacency to the satellite site as a research and communications center; adjacency to a university center under construction; adjacency to the Khorram Dasht industrial area and proximity to the Firoozkooh industrial city; appropriate distance from Tehran; also suitable land conditions in terms of topography, price, and climate (suitable advantages for establishing the park). On the other hand, the presence of a highway under construction (Tehran–Pardis Freeway) that could connect to Tehran as an important scientific, industrial, and commercial center with abundant skilled and supporting human resources, added to the advantages of establishing the park at this location.
In 1380, acquisition of the Pardis Innovation lands (Phase 1) was carried out and construction of the park was launched, and پذیرش of technology units in the park began from that same year. Based on the master plan of the city of Pardis, about 800 hectares of the city’s lands have research and educational land use, and this city has developed as the first specialized city of the Islamic Republic of Iran with a scientific, cultural, and technological mission as an advanced scientific and educational city. The goals of making this city mission-oriented include creating the necessary infrastructure to achieve upstream goals and documents such as being the top علمی rank in the region and providing a complete package for attracting and employing the country’s elites and specialists.
In line with laying the foundation of Pardis Technology Park, visits were made to science and technology parks in Austria, France, Canada, Germany, and England. همچنین, numerous resources were studied for benchmarking, comparative studies, and defining a localized model for launching a technology park, which led to the Pardis Technology Park model.
In 1379, the activity of the initial core of the park’s headquarters team for conducting studies and launching it began at the Presidency’s Center for Technology and Innovation Cooperation. Following approval of the statute in 1384 and the appointment of the head of Pardis Technology Park by the then First Vice President (Mr. Dr. Mohammad-Reza Aref), in 1385 the park’s headquarters team, after the headquarters establishment space was prepared, moved from Tehran to the park’s current location (20 kilometers east of Tehran in Phase 6 of the new city of Pardis) and became established so that it could manage and govern its programs and activities and the member companies—whose number at that time reached about 60 companies—with better speed and quality.
The statute of Pardis Technology Park recognizes the Presidency Institution as the founding organization of this park. According to this statute, the park’s Board of Trustees is formed with the chairmanship of the First Vice President and membership of 14 scientific, technological, economic, and social figures of the country as legal and حقیقی members. Of course, after the establishment of the Vice Presidency for Science, Technology and Knowledge-Based Economy of the Presidency in 1386, the Vice President for Science and Technology also (with statute amendments) joined the composition of the park’s Board of Trustees as the vice-chair.
With the issuance of appointments for the حقیقی members of the Pardis Technology Park Board of Trustees by the then President on 24 Shahrivar 1389, the groundwork was laid for holding Board of Trustees sessions, the permanent commission of the Board of Trustees, and the Park Council, and the first Board of Trustees session was held in Aban 1389 and the first Park Council session was held in Mordad 1390.
The in-principle approval to establish Pardis Technology Park was issued in 1382 by the Council for Expansion of Higher Education of the Ministry of Science, Research and Technology, and its statute was also approved by this council in 1384, and the park’s structure was formed independently. As mentioned, during the years 1384 and 1385 the headquarters complex along with the first companies were established in the park complex, and the park benefited from public budget lines including capital acquisition credits and current expenditures.

In 1384, with the approval of the Cabinet of Ministers and within the framework of the national development document of the country’s provinces, the program for creating and developing theoretical and applied research centers with national and transnational performance and technology parks in the province, and transforming Pardis Technology Park into the functional center of the country’s technology parks and the Middle East and Central Asia region was announced.
In 1386, the statute of «Elite Technology Growth Center» was approved by the Council for Expansion of Higher Education of the Ministry of Science, Research and Technology, and from 1387 it began its activities as one of the park’s affiliated units.

The park’s vision statement and long-term objectives were approved in 1391, and also in this year, based on the country’s comprehensive scientific map and with the announcement of the Supreme Council of the Cultural Revolution, the responsibility for organizing the country’s technology markets and creating the Iran National Technology Market by Pardis Technology Park officially began.
In 1392, executive operations for preparing the «Knowledge Campus» with an area of 18 hectares began. Also in this year, the park established the Technology Transfer Network of D-8 Member Countries (D8-TTEN) and founded the Mustafa (PBUH) Prize as the largest scientific prize in the Islamic world, which is held biennially. Due to the remarkable استقبال of technology-based and knowledge-based companies active in the health sector in Pardis Technology Park, in 1392 the in-principle approval for establishing the Health Technology Park as one of the centers established in Pardis Technology Park and the first health technology park in the country was issued by the Ministry of Health, Treatment and Medical Education, and its statute was approved in 1393 by the Council for Expansion of Medical Sciences Universities of the Ministry of Health, Treatment and Medical Education. In 1392, the «International Technology and Innovation Exhibition (INOTEX)» was also designed and launched by the park, and from that year تا کنون it has been held annually.
In 1393, the «Innovation Acceleration Center» was established by the park to organize the affairs of technology accelerators and entrepreneurship events in the country.
In 1397, «Azadi Innovation Factory» and «Hiway Innovation Factory» were opened in Tehran as branches of the park and a place for establishment and activity of startup teams with the حضور of the President.
In 1399, a contract for annexing 20 new hectares to the park adjacent to the Entrepreneurship Campus was concluded.
Also in this year, the memorandum of understanding «Strengthening the Technology and Innovation Ecosystem of Tehran Province» with the focus on the eastern part of the province and using the maximum capacities, امکانات, and facilities of both parties for the hardware and software expansion of Pardis Technology Park was signed between the Vice President for Science and Technology and the Tehran Governorate.
In 1399, the memorandum of understanding for creating the Digital Economy Technology Park on a land area of 30 hectares was also signed.
In 1400 Khatam University was added to the Pardis Technology Park complex so that after building its branch and full establishment in this zone, it can continue its scientific and educational activities aligned with the activities and needs of the technology units established in this zone.
Based on the Cabinet of Ministers resolution in Tir 1403, Pardis Technology Park, in order to better serve its member companies and also the innovation and technology ecosystem, was upgraded to the «Iran International Innovation Zone».

The design of the Pardis Elite Residential Township started in 1400 with the signing of an agreement between the Vice Presidency for Science and Technology and the Ministry of Roads and Urban Development, and its establishment resolution was approved by the government in 1403. Studies have shown that many impactful innovations in recent decades have been created not in large companies but in small and sometimes medium-sized companies. Such companies are also recognized as the most effective mechanism for developing employment opportunities in developing economies.
Existing experiences in industrial and newly industrialized countries clearly show that concentrating such companies in bases called technology parks not only facilitates their general support, but also creates a new entity from their تجمع whose capability is far greater than the arithmetic sum of the capabilities of each of these companies. Pardis Technology Park, as a leading regional innovation system, is the top technology hub by priority (in the fields of information and communication technology, electronics and medical equipment, biotechnology, automation and advanced mechanics, nanotechnology, and other technology fields) in West Asia and a model for other science and technology parks inside and outside the country; and also the first choice of companies with advanced technology and entrepreneurs of new technologies for launching and establishing their business.

It should be noted that the development plan of Pardis Technology Park in the framework of the Iran International Innovation Zone over 1,000 hectares of lands in the southern part of the city of Pardis as well as other existing lands in the city of Pardis has been approved by the park’s Board of Trustees; therefore, executive actions of this plan such as land acquisition are underway.
